Overview
Usage of the Centralized Bio-Key MobileCop Shared Message Switch
The State of Kentucky has implemented the IPMobileNet mobile data system as a statewide integrated network to supply consistent and seamless mobile data communications to first response agencies.
The project consisted of the installation of approximately 165 base stations throughout the state in an attempt to supply continuous wireless coverage in all regions. All of the base station sites are connected to one of three Internet Protocol Network Controllers (IPNC) to transfer the wireless traffic between the antenna and the LINK/NCIC network.
In order to utilize the wireless data network, an officer requires a computer device which is loaded with mobile data software. There are numerous vendors selling software for mobile data computers (MDC) that can interface to the wireless network. The mobile software supplies a user-interface which can perform LINK/NCIC checks as well as data messaging between users.
KSP has purchased the Bio-Key MobileCop (formerly PacketCluster) mobile software for its troopers.
Each agency that uses the Bio-Key mobile software needs to connect to a Bio-Key mobile message switch in order to steer the messages to the proper location. KSP has purchased a Bio-Key mobile message switch for use by more than 500 troopers at its 16 posts.
In an effort to enhance interoperability between agencies as well as to save money in building a statewide mobile wireless system, agencies are eligible to use the KSP Bio-Key mobile message switch located in Frankfort. The use of the shared message switch will save each agency up to $75,000 over the purchase of its own Bio-Key mobile message switch.
The attached policy describes the steps an agency needs to take to enroll on the shared message switch.
