In 1998, the FCC adopted service rules for the 24 megahertz of spectrum in the 764-776/794-806 MHz frequency bands (collectively, the 700 MHz band). At the direction of Congress, this spectrum was reallocated from television broadcast services to public safety communications services. The Commonwealth applied for and received a provisional 700MHz License in 2001. Our mission is to develop, publish and get FCC approval for an overall 700MHz plan for Kentucky.

On January 28, 1993, Region 17 (Kentucky) submitted its Public Safety Plan to the Federal Communications Commission for review. The plan set forth the guidelines to be followed in allotting spectrum to meet current and future mobile communications requirements of the public safety and special emergency entities operating in KY. The plan was placed on Public Notice for comments due on June 14th, 1993 with no comments received. The FCC reviewed the plan and adopted it on July 28, 1993. Effective on August 3, 1993 the FCC approved the licensing of the 821-824/866-869MHz band.
