KYWINS Program
First responders throughout the Commonwealth have ongoing requirements for text communications with each other in near-real time non-emergency situations.  This communications requirement must allow interoperability with any participating agency, occur in near real-time, have limited overhead, and interface with existing systems with negligible impact.  After considering the problem, the Commonwealth determined that a non-proprietary instant messaging system based on the Jabber Instant Messaging system was ideal for our requirements. 

After the initial Pilot program, statewide deployment was approved and is available upon request.

KYWINS Downloads
The KYWINS Messenger Client, User Quick Reference pamphlet, Rules of Use, and User Feedback forms will be made available to all new users after accounts have been established.
